As of Marx, his ideology is "the system of the ideas and representations which dominate the mind of a man or a social group. On the other hand, Althusser divide State Apparatus into to parts, repressive State Apparatus and ideology State Apparatus.
In page 96, Althusser said that "dominant position...is the educational ideological apparatus." I basically agree with his point of view. He him self raised the question at the same page when he claims education is in the primary position in ISA, that "why is the educational apparatus in fact the dominant ideological state apparatus in capitalist social formations and how does it function?" and he gave his explanations later.
I haven't dig into it thus far, but for what I understand, school, or education is a essential way of cultivating the labour of production, as it's said in the passage. The labor that capitalists need are initially being formed and educated at school. The school system not only teach students the practical skills for real-life work that they will need when grown up, but also certain the way of thinking, and the formation of value system for work. In page 97, Althusser describe the yield of education system: a lot of them become workers or small peasants, some of them goes further and become white-collar workers and the rest of them becomes the agents of repression/ideologists. All of the ruling class are formed in a way like this, in the education system, and it is hardly possible to make it without going to school. Besides, in the school teachers help to form the right value system, infuse the things into the students' head and all the things that kids need in future work is learned and mastered at school. So I would agree with Althusser.
